Basically, choosing to be quiet (restraint) is more beneficial than we are trying to repay unpleasant actions that have been done by others to us. Be quiet so that no commotion arises, be quiet so that there is no action to hurt one another, of course.
Choosing to be quiet does not mean that we tolerate that other people behave arbitrarily to us. Our silence is to keep our hearts and minds from being tainted by the desire to repay unpleasant actions that others have done to us with the same evil or sickness.
